The vga port, or video graphics array port to give it its full name, is the
port to which you plug your monitor in using an analogue cable. Some
motherboards have built-in graphics in which case you will use this port if
you don't have a graphics card installed. If you do have a graphics card
installed then you will connect your monitor to the card using the analogue
or digital connection as appropriate. The onboard video capability of the
motherboard is then disabled. If the vga port you are refering to is on the
video card and you already have a monitor attached to the card on the other
socket, then you can attach a second monitor to this socket and have a
multi-monitor display. Depending on the card and driver, you can clone the
display (each monitor shows the same image), stretch the display (each
monitor shows part of the image, usually one shows the left half and the
other shows the right), or display different images.
