I've googled this for a day now, and I've downloaded and installed a
handful of theme-managers, but none of them have been theme-creators.
The Windows Display Properties dialog saves the .theme file, but in a
poor way, and I usually have to edit the file manually, mainly by
changing all the absolute paths to use variable paths (like %WinDir%).
Most of the themes I've downloaded have a .theme file and
corresponding folder that are to be placed in the
%WinDir%\Resources\Themes folder. I would like a program that would
organize the theme in that manner.

Can anyone suggest a program to help me create .theme files? TIA.
