In addition to Administrator accounts, I have a PC with 2 User accounts, 1 of
which I want to setup so there is minimal access to programs; applets; no
access to files/folders in Windows Explorer, other than from My Documents for
that account; disable the right button on the mouse; make all files
read-only, other than for My Documents; and prevent options from being
adjusted in any accessable programs. This account is intended for a young
child, so I'd like tight security, similar to schools, libraries etc.

Hi Daztrue,

The easiest way to configure the security settings of a account is to
download SteadyState from Microsoft. After you downloaded and installed the
program install it on the administrator account. When you open SteadyState
you can choose for some presets or you can define what your kid can do or not.
Tell me what you think the solution.
