I've been running this registry update, but not sure it's really doing what
I thought it was.

Is this setting the number lock on for all users or is it just for the user
that's logged in?
If this isn't correct, where is the correct place to set this?

Check your BIOS to see if there is a number lock.

Do you see "HKEY_CURRENT_USER"? That means what it seems to mean.
