I've tried to restart my computer and rather than having windows XP start up,
I receive the safe mode options and last known good configuration options.

I've tried starting up on ALL safe mode option & the last known good
configuration, but rather than having windows start up correctly ....it just
continues to only give me safe options & last known good configuration
options.

Windows will not start up normally or in safe mode options - any advice?

My first try would be running the Command Prompt, with the command:
CHKDSK /R
If no help, your only real solution is to use the provided recovery options.
System Restore is probably where you should start.
