Post subject: preventing download & save to C drive

I have partitioned my drive into C & D. I do not want
any USER to be able to download or save anything to C
drive. I need everything to go to D drive. I am running
Windows XP Home & office 2000. The user is a young
person and downloads everything to what ever comes up.
How do I block the C drive so it won't except any
downloads or allow any "saved files"
