I am trying to download plans off the NY State Thruway website and I
successfully download the zipped file to my desktop, but once it is unzipped,
I have no way of successfully viewing the plans. I looked up some options on
the internet and it says it is a file type that is rarely used anymore and
that I should download netscape to open it?? Does anyone have a clue on what
I should do.

My research indicates you should in fact download netscape to open it. Or,
Firefox.
