no items in group policy

I tried to turn off CD autoplay. I opened the group police editor and
selected "computer configuration/administrative templates/system". There
was nothing there. Absolutely nothing. No single item. I played around a
little and found that there, too, was nothing in software settings.

I noticed earlier that there were only few items in
programs/accessories. For example, I had to manually added notepad and
calculator to accessories.

Is there something wrong with my XP SP2? How to fix it?
