When deleting desktop icons from one user desktop they are removed from all
user desktops. How do I avoid this?

those icons are most likely stored in C:\Documents and Settings\All
Users\Desktop\. Icons in that location are shown on the desktop for every
user. Try moving those icons to each individual desktop folder (C:\Documents
and Settings\username\Desktop).

I have the opposite problem. When I drag files (icons) to the trash and
subsequently empty the trash, they reappear after powering my computer down
then back up. My desk top is FULL OF ICONS. How can this be happening?
