cpu starts and stops

If you turn the PC off completely, and do a "cold start", will the PC
startup and operate normally?
And, hopefully, operate, shut down, and startup normally?
If not, you may have error or other messages occur during startup, which
would be helpful to know.

Where did you get 'CPU lights'?
Do you mean HDD lights (Hard Disk Drive)?

Sounds like possible driver issues - maybe video card.
Can you start the computer in Safe Mode?
