Vista is an operating system, not a normal program.

If the email program you are using is Windows Mail, click on Tools, then
Read. If there is a check mark in the box before Read all messages in
plain text, click on this box, then Apply. Click on Send, then under
Mail Sending Format, HTML Settings. If there is no check mark in the
box before Send pictures with messages, click on this box. Click on
OK, then Apply, then OK again.

If that isn't enough, click on the paperclip at the top right of a message
with such an attachment and tell us the part of the filename starting with
the last period.

For Roadrunner, see here:

<http://help.rr.com/AA/rrwho.aspx?ReturnUrl=%2fHMSLogic%2femail_help_topic.aspx%3ftopic%3dE%2bmail&topic=E+mail>

For yahoo.com, you have to either pay extra or install YPOPs:

http://help.yahoo.com/l/us/yahoo/mail/original/mailplus/pop/pop-35.html

http://help.yahoo.com/l/us/yahoo/mail/original/mailplus/pop/pop-08.html

If it's for Yahoo in some other country, it depends on the country.

There is no e-mail blackout.
You might consider getting a computer-savvy friend to help you out.
