Microsoft is offering free help for people having problems installing SP3.
Help and Support, Microsoft Windows XP Service Pack 3

That said, keep in mind that SP3 is not exactly a "must have" update. If you've
been keeping your system up to date, odds are most of the patches included with
SP3 are already installed on your computer. Since you're having problems getting
it installed, you might want to be cautious going forward.
If you're determined to get SP3 installed, look in this folder,
C:\WINDOWS\SoftwareDistribution\Download. You should find a folder with a 32
random character alphanumeric name. You could move this folder to another
location to see if Windows Update will download the files again.
The full service pack is available from this web site.
