I don't tthink, MS cares about you whether or not you have legal
rights with your license number. MS is a monopoly and so customers
aren't important. MS appoints MVP's who are stupid enough to to do
the work for free which MS should be doing with paid staff.
If you system isn't working at all then even with a SP3 CD, you won't
be able to do anything with it. SP3 CD is only a big fat patch. In
fact you can get an iso of the CD from here:

The above link gives you a "copy" of the CD which you are expecting.
You need to burn it on a CD using a working desktop or laptop with
third party CD writing software like NERO. You can download
trial versions of these packages from NERO.com
