HELP says go into CMD and switch
of attributes -h-s-r. Attemptimg to do this gives "access denied". HELP
also says check and rerun Cryptographic Service by entering CMD and there
will be a Service Box there. There is none. It also says this update is
important and cannot be deleted.
Any suggestions?

Well, thanks. I was already logged on as administrator. Anyhow, ignored, it
fixed itself a few days later; i.e. on checking installed updates update was
now reported as installed with no error message.
