I cannot figure all this security info out anymore. So I will make a few
differnet questions.

first, If i have windows firewall on, now do i still download windows
defender (does that still exist?)

I have DSL i have their firewall set to low (this is a regular firewall I do
not pay for it), so i assume things come thru the DSL firewall, then go thru
the windows firewall is that correct? Does it make it more secure?

Windows Firewall - I have Windows Firewall enabled but its not asking to block any new programs. To test it I unchecked all the programs in the EXCEPTIONS tab and the Firewall is still not asking for approval to block or unblock. Any ideas?

Unable to turn on Windows Firewall - Windows Firewall is automatically turn off, and unable to turn it on (Windows Firewall -> General -> On). Please help! Thanks!
