Mike,

I understand that there is a quirk in XP that will not allow you to log on
as Administrator during a normal boot. Try booting up in SAFE Mode.

Are you logged on as an Administrator? What is this account that you
are trying to delete? You cannot delete built-in accounts.

How to create and configure user accounts in Windows XP

You can't do this as a Limited User, accounts can only be delete by
users with administrative privileges, you have to log on as an
Administrator to delete accounts.

Follow the instructions in http://support.microsoft.com/kb/279783 Or
enter lusrmgr.msc in the Start Menu Run box and then click on the
Users folder, there you will be able to delete user accounts.

That applies to Windows XP Home only and it only applies to the built-in
Administrator account, any other user with administrative credentials
can create and delete accounts. As for Windows XP Pro you can log on
normally with the built-in Administrator account, simply hit
Ctrl+Alt+Del twice at the logon screen to obtain a login dialog box and
enter the proper credentials.
