I am unable to open the 'Internet Options' Dialog box either from the Tool's
Tab Via the 'Internet Explorer Screen' or from the 'Control Panel's'
'Network and Internet Connections Screen'.
When trying to open the Internet Options Screen, I hear a Tone and see the
screen blink once however I cannot gain access to the Internet Options Dialog
Box, Please Help, I am using Windows XP Professional.

Thank You.... Buck buck7583 DeleteThis @bellsouth.net

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.
It is most likely (but not necessarily) to be here:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".
See http://forums.spywareinfo.com/index.php?showtopic=6748

AdAware, MS Anti-Spyware and other anti-spyware and anti-virus programs may
have similar options.

Are you using Internet explorer 7? If not try to update to 7. If internet
explorer 7 is already installed you can try to uninstall (from add/remove
programs) and reinstall (from MS website.) Note: When you uninstall IE 7 you
will revert back to 6 the problem may or may not exist under that version.
