Turning off the tool tips in XP

I have been requested by some faculty members to be able
to turn off the tool tip feature of Windows since they
claim it is too annoying. Although I see the usefulness,
they nonetheless do not. So, is there an easy way to
turn this feature off. I am speaking of when you hover
your mouse over anything it pops up the tip with
information.
