Can I transfer all the files/programs from my old computer which runs on XP
to my new computer (Vista) via a Serial File Transfer Cable? The cable is
for either a DB9 or DB25 serial port.

You can transfer files..........but not programs.
They need to be installed into the Vista system.

Bill,
This might be of assistance..
Windows Easy Transfer Companion(beta)
http://www.microsoft.com/windows/products/windowsvista/buyorupgrade/ea...ransfer
- Note: It is a beta product and I have not used it..Ymmv.

Windows Easy Transfer helps you to easily move the files and settings stored on your PC running Windows 2000, Windows XP, or even
Windows Vista to a new PC running Windows Vista. Windows Easy Transfer will automatically transfer things like:
User Accounts
Files and folders
E-mail messages, settings, and contacts
Photos, music, and videos
Windows settings
Program data files and settings
Internet settings
</qp>

You might also consider running the Windows Upgrade Advisor on the current system with attention to the programs section.

Just a point. It works on the same principal as the upgrade process and
therefore make SURE you run upgrade advisor and follow ALL advice strictly.
I don't think it will work with a serial connection
