Administrative tools are not in XP Home, only Pro. Did you do a Windows Update
since the last time you had it?

Have you tried launching them from the C:\Windows\System32 folder or the
Start -> Run box?

Go to Start -> Run and enter any of the following commands in the Open box to
see if you're able to launch the consoles.

Compmgmt.msc
Eventvwr.msc
Services.msc

If you can launch these consoles it might indicate that the problem lies with
the shortcuts in the Administrative Tools folder.

The Administrative Tools folder in Control Panel on my XP Home Edition system is
the same as the one in my XP Pro system other than not containing the Local
Security Console.

point.

Not according to the XP-Home-vs-Pro comparisons that I could find. I wouldn’t

Here's a screenshot of the Control Panel -> Administrative Tools folder in XP
Home along with the OS version info so we're clear on what's being displayed.
Note that this installation of XP Home is the original release without any
service packs indicating that the Administrative Tools folder has been available
in XP Home since it was released.

You are mistaken.

You will encounter Display variations which can be customised. Right
click on Start, and select Properties, Start Menu, Customise,
Advanced, scroll down to System Administrative Tools. On the Classic
Start Menu select Customise and Display Administrative Tools is the top
of the list.

Maybe the comparisons were based on a pre-release version of XP Home or
something. Most comparisons don’t even mention the admin tools. Meh, good news
for Home users I guess.
