Based on another customer who worked with Dell to troubleshoot this, we
think it's an imaging problem (that is, the way in which Dell copies the
Vista image to the new computer). The customer was advised by Dell to
reinstall Vista, which fixed the problem. Unfortunately I don't have any
other workaround for you.
My advice is to contact your computer's manufacturer for assistance. If it's
Dell, they should be able to look up past cases on this.
