I have created a folder 'WebEnt'; the path is shown below. When I create
subfolders within it by right clicking and selecting 'New' > 'Folder', no
folder is visible. When I press F5 it magically appears, similarly when I
rename it it retains the name 'New Folder' until press F5 when it adopts its
new name. Any ideas?

C:\Documents and Settings\All Users\Documents\V2L\WebEnt

If you click on it it will try and run a program/script to fix the problem.
It fixed the problem for mae but it may come back. Bookmark that site and
