Why not? What are the specifics of the problems, including error
messages?

Please help us to help you. What does "can not download" mean? What
happens when you try? If you get an error message, please quote it
verbatim.

Also, does it not download at all, or does download, but won't
install?

They may have limited rights. Unfortunately, there's no real details to go
further with. If you could expand on what happens, with exact text of
error messages, it'll be easier to help you.

For XP SP2, I find the most reliable method of installation is to download
the entire 260 meg file. I then save it to CD so I have it on hand for
other systems. Using this method, the actual install is faster and since
there's no issue with connection quality, somewhat more reliable. Of
course, you lose the time in downloading the file originally, but you only
have to do that once.

Don't be so mean.
He was ignored on his first post in May.
In any case, he has already been asked for more info.
I would suggest his friend forgets about IE7 - not unless he wants to risk
more problems with an upgrade - if there are upgrade probs, then further
probs are waiting for the reverse back to IE6??????
