Problem

When I change the disks in my CD/DVD drives they do not log in the new
disk or files. If the disk is removed the file are still shown to be
there but are not accessible. If the system is rebooted then they
reflect the current files. Any suggestions? Thanks

Do you use the Eject command that you see by right clicking on the device?
Or do you just yank the disc out?
They first method should do the job. The second method might leave things
hanging around.
