I tried using an animated cursor I had created for
a "BUSY" cursor. Whenever it is used, the system locks up
and has to be turned off.

I can not access the folder where the cursor is stored
while using another user account on the system; I thought
if I could delete the cursor, Windows would use a default.

Any suggestions?

How about, in your user account,
Control Panel | Mouse | /Pointers\
In the "Customize" box, adjust your settings.

Good theory, type File Permissions in help and see if it pans out.
