Post subject: Manage Print Queues

I work at a university where we have labs that students can use to
print from. We charge to print, but people get away with not paying
for paper, throw it away, or never pick it up. We would like someway
to make it where they hit print and have to go pay a student worker,
who then allows the job to go through. Our printers are managed
through one main print server and are set up as "network printers" on
each machine. Is there a quick and easy way to manage this?
