So I've set up an account in Windows Live Mail for my live.com account by
following the step-by-step instructions on the Help page.

Everything goes fine, until a pop-up asks me to verify my username and
password. I enter it, and it doesn't accept it. The dumb thing just pops
right back up and asks for it again and again and again.

Help!?

Some email providers insist on entering the user name with all letters in
lowercase. Some insist on entering the username followed by the part
of the email address starting with @, and some insist on leaving this out.
Some even insist that you have a password with no CAPITAL LETTERS.
If none of these seem to work, try again waiting 5 minutes after each
failed attempt before trying again, in case your email provider is trying
to keep someone from guessing your password, not knowing that it's you.

If this doesn't help, what if any antivirus programs do you have? Some of
them cause assorted problems in Windows Mail, although seldom
immediately.

The service provider is live.com, or hotmail.

My anti-virus is Norton.

There are apparantly two different programs named Windows Live Mail.
You'll probably have to talk with live.com about what connects to them,
but this version will connect to Hotmail:

http://get.live.com/wlmail/overview

Windows Mail won't connect to Hotmail.

Most versions of the Norton antivirus, as well as most versions of the
McAfee antivirus, and a recent version from Trend, tend to cause
assorted problems in Windows Mail, although seldom immediately.
These need to be uninstalled, not just disabled, to stop them from
causing such problems. Windows Live Mail is more resistant to
these problems.

Delete that live.com account in Windows Live Mail, restart WLM,
then recreate that account. If no improvement, you may just have
to wait it out. The HTTP servers tend to be flaky at times.
