Post subject: Limited Account without administrative previlages

Hey all !

I want to create a limited user account, but the thing is the account
holder should not have the rights to install or uninstall any software until
and unless the permission of the administrator. But most importantly the
machine is a stand alone PC rather connected to a windows 2000 or windows
2003 server. So how could I solve this ?

Create a local account without administrative/power user privileges.
When that account is used - the person logged into that account cannot
install/uninstall software/etc.
