Install Printer and port with User Privilege

Hi there,

We've got users who want to install printers from a website, lets say
they want to install printers made available by IPP .....but....
those users have User Privelege.

This won't work by default. Who will know what we can change to the
default XP config to get the printer installed without making the user
Power User or even worse, administrator?

Have tried to grant access to HKLM, files and dirs....Hopeless

Anyone?
