I have an ip address conflict on my network. Is there a way to track down
which machines have the same addresses.

AFAIK, most routers will list the machines and their IP assignments. Try
accessing the router and checking it out.

Open a command prompt.
Use:
nslookup <<ipnr>>

In my network it give me the following result for computer "trubaduren":
====
c:\>nslookup 192.168.200.15
Server: server.gbg.teknologia.com
Address: 192.168.200.11

Name: trubaduren.gbg.teknologia.com
Address: 192.168.200.15
====

I did that, and I got the name of the machine that was given it through our
dhcp. However, there is another machine or device that most likely has it as
a static. How can I find that one. It does not respond to ping.

Remove the new machine and everything in DHCP belonging to it.
After completely removing the new one I think nslookup will do it.
