Here's a third-party program that can help. I use it on my computer, and
on my client's computers:
Empty Temp Folders

You can configure it to empty any folder you want when it runs, and has
some preconfigured folders, including the IE Internet Temporary Files
folder, that you can set.
You can set it to run and empty all configured folders, then quit, using
Scheduled Tasks, or run it manually.
