the file is still on the hd until
the o.s. is ready to utilize that block
of file space and when it
runs out of "free" space to
on the hd.

the file has a ? as
the first letter in its file name and
is also hidden.

there are file recovery softwares that
automatically search and reveal this
type of file like the pc file inspector
file recovery program

there is also a possibility that a restore
point will populate the recycle bin again.
but this would depend if the restore point was
created during the time that the particular file
was in the recycle bin.
