Hi guys!

I bought a number of Windows XP cd's off eBay a few days ago and now they
have arrived.

As far as I can tell they are not legitimate version of Windows XP Pro as
they are on CD-R and do not have a CoA. They appear to be a "corporate"
edition of XP with a product key.

They also have Office 2003 Professional on the same disc.

Can anyone help me? Should I report the seller to eBay?

No one can help you. You bought something that was "too good to be true"
and it wasn't true. Certainly you can report the seller to eBay. I have
no idea if it will do any good, but it might make you feel better
momentarily.

Certainly. Though it'll probably do very little good. eBay makes no
prior effort to ensure that such sales are legitimate; they react only
when someone files a complaint. (And then all that really happens is the
seller of the pirated software returns using a different alias, to
continue selling illegitimate licenses.)

More importantly, if you used a credit/debit card to make payment,
contact your financial institution and stop payment on this purchase.

Contact eBay, your local US Postmaster at your post office and Microsoft
about it. This is fraud, mail fraud and piracy. Give them the sellers name,
address, etc.This scumbag ripped you off. Screw him. He should have to pay
because you obviously aren't the first he did this to.
