I am not getting the three option drop down list when I try to
customize inactive icons from the tray. This just started within the
last day or so. When I click on the item the list only has the one
item: the current one (almost always hide when inactive).

I suggest you visit MS-MVP Kelly's website at
http://www.kellys-korner-xp.com/xp_tweaks.htm

Note the instructions at the top of the page,
then scroll down to line 164,
(Restore Taskbar to Default Functionality)

Right-click the hyperlink, then click | Save Target As |
to download the file, "xp_taskbar_desktop_fixall.vbs",
then double-click and follow the prompts.

You might also like to do some reading on "Taskbar"
at http://www.kellys-korner-xp.com/xp_t.htm

Tried that it didn't work. There were no prompts when i ran the
script.

There should have been two alert boxes...

Navigate to...
[ Notification Area ]

Try the options there.

I tried all the options listed under notification area in the tool and
none of them fied the problem.

Perhaps do a System File Check via

SFC /SCANNOW
[Enter]

System File Checker (sfc) Scans and verifies the versions of all protected system files.

Have your XP CD handy.

On my machine it took more than 45 minutes for tests to be completed.

No icons or taskbar for additional user - I have set up my XP with two users. The first works fine with all icons and taskbar being displayed on desktop. The other logs on but there are no icons and no taskbar displayed on the desktop.
