The response was not a little short, Jim. Configuring the applications per-user is much easier (Just placing the HKLM RUN entries to the HKCU area and vice-versa). Though this can be done manually (by exporting and modifying the REG files), there is an utility written by Spencer, of

For Services, I've not practically done it myself. This topic was previously discussed and see if these sources helps you!

Some few services can be run per user, start/run services.msc, double-click
the service in question, go to the logon tab. I do not recommend that you
change the defaults without knowning exactly what you are doing. There are
many service interdependencies, and disabling a service can cause issues for
other services that rely on it. Disabling some services can render a system
unbootable.

David Candy also suggested creating hardware profiles.

Ramesh, Although factual, your answer 'seems' a little short of what
kryten was after which was: "How can I create different startup
environments for
different user profiles?"
I'd like to see an answer to that as well as I'm interested in being able to
boot to a profile that would not include the programs for LAN work such as
the Zonealarm or a antivirus as my need would be local using a gps and all
the ram in requires. Dumping programs each time you start the machine
wastes a lot of time.
Not trying to dump on you, just obtain something more in this process.

Antivirus, Firewalls load as service (and an UI also). For the startup
applications, anything you place in HKEY_CURRENT_USER RUN keys applies only
to the current user. Modifying the HKEY_LOCAL_MACHINE applies to all the
users.
