I'm trying to copy files to a new external drive with the copy command in
Windows Explorer.

It works but changes the 'creation date' to the date the files were copied
over to the new drive.

I want to retain the original creation of the files. How do I copy them,
NOT back them up, to the new drive without altering the creation date?

The files would have to be dated "that date of copy" because youve "copied"
"new" files.Howver, one could copy files "as is" but this method would copy
all files from C: To do this, format new hd in xp,once thru,go to run, type:
XCOPY C:\*.* E:\ /c/h/e/k/r Agree to all in the DOS window, also E: being
the new hd,but if asigned diffrent letter, then use that letter
instead.Also,this
way of using XCOPY generally used with 2 IDE hds,on same IDE cable, giving E:
bootable capability, not sure if it would be bootable on external hd,but
booting
to xp cd,running a "repair" install it might work, either way, youre files
would get
transfered with original creation date to them...

Zip them, copy, then extract.
