Clipboard character conversion utility?

I frequently copy text from Word and Acrobat and paste into a terminal
emulator which messes up the 'fancy' quotes and dashes. Is there a
(preferrably free) utility which will can be set to automatically
convert certain characters when they are copied into the clipboard?

I see this program - but it only works on specific character sets:

I want something user configurable to change characters which I want
to be changed.
