Should I block MsiEXEC.exe from my user so they can not run it?

Why would you do that? For which user would you like to block it? MSI Exec
provides the means to install, modify, and perform operations on Windows
Installer from the command line or to install or configure a product using
GUI.

My company is blocking it as a way to prevent SPyware... I don't think we
should as it is mess up my packaged installs ... just trying to get some
justifacation to take to them to unblock it ... there is not much out there
on if it should br block because in my thinking it would be silly to block it.

IMHO a misguided sense of 'prevention'
By far most spyware enters the system through scripted emails, and websites
boobytrapped with malicious ActiveX controls that download and install
themselves invisibly to the user.
If your company wants to prevent 'spyware' it would be time to start
investigating in web content filtering on proxy server level (ISA Server
2006 with content filtering extension(s) for example), or edge firewall
levels (think HOTbrick or similar appliance such as those made by
Symantec).

Stop it at the door, not in the livingroom.
Mind you that's not an excuse to not have decent antivirus running on your
desktops.
