Under XP, application files like my emiail.pst and temporary internet files
were located in document and settings/user/local settings/application
data......
Under Vista Ultimate, it appears most of those user files are now stored in
users/user/local setting.... However, application data and temporary
internet files are shortcuts or junctions that even a member of admins gets
"access denied.

Where are those files really located and how do I access them?

Tom

open an administrative command prompt
go to the directory with the reparse/junction points in and
dir /A /L

This will display the path the junction point is linked to.
