I came across this on Yahoo news just before reading your question (It is
clearly a PR blurb, but NO: I am not a shill. I am just mentioning it in
response to Joel's question).

It was inevitable that someone would figure out how to let any phone
subscriber edit, trim, and make their own ringtones from any audio clip -
and then to get it into the phone without any cost. This article (and the
web site linked within) describes a software product called Xingtone
Ringtone Maker. It's free to try and $20 to buy and it is NOT YET COMPATIBLE
with Verizon. But the FAQ says that this will be added shortly.
Search on "Verizon" in the FAQ. Reading between the lines, I infer that the
reason they will soon add Verizon is because they have figured out how to
piggy-back the ringtone on an incoming Pix Place photo. If my interpretation
is correct, then the cost of importing a ring tone will be the cost of
receiving a photo (currently either 25c or $5/month unlimited). But I cannot
determine how they get the phone to accept the mp3 file as it's ringtone --
at least not with the v710 and E815 which have been feature-crippled at the
behest of Verizon.
