Ah, yes, that works.

Any idea where things might go wrong with those editors? I can enter
hebrew characters in TextEdit and TextWrangler, but for some reason they
cannot display the hebrew characters that are in
<http://www.unics.uni-hannover.de/nhtcapri/multilingual1.html>.

So authors should add "text-align: right" for right-to-left text
in addition to "dir=rtl".

I don't quite understand what you mean. Do you save this file
to your disk and open it with your editors? Perhaps you lost
the encoding "charset=UTF-8". Can you manually select UTF-8 as
encoding? Or try

with numeric character references &#number; .

IMO that would be more appropriate for a browser's built-in Style Sheet
-- not something for webpublishers to 'fix'.

It is *never wrong* to add "text-align: right" when this is intended.
It is not a "fix" or makeshift.
