The Lacie 250 MB drive is SCSI. The interface is a 25 pin SCSI
interface. PC's that DO have SCSI interfaces installed generally do not
utilize the 25 pin interface. They can be found, but they are rare.
The simplest option would be to put a SCSI adaptor with a 25 pin
interface (or use a cable that connects to the external HDD and whatever
SCSI interface is installed on the PC) in the computer and plug it in to
see what happens.
If portability of the drive is not an issue, MY approach would be to
disassemble the Lacie case, remove the hard drive, and install the drive
internally using a standard 50 pin SCSI cable on a standard SCSI
adapter.
Problem is, that's an awful lot of effort to go through for a 250 MB
hard drive.
