If all you want is a flat-file database, look at Appleworks.
If you want a very powerful, versatile and easy-to-use relational
database, look at FileMaker.
I use FileMaker for all kinds of purposes, limited only by my
imagination.
Old versions of FileMaker can usually be found fairly cheap on eBay.
FileMaker8 is the current shipping versoin, which is excellent, but
costs some bucks.
FileMaker 8 requires Tiger. FileMaker 7 runs on any version of OS X.
FileMaker 6 runs native on OS X, and I think 5.5 does also. Earlier
versions are not OS X native, but will run in Classic.
Check the FileMaker web site for details:

There is a newsgroup devoted to FileMaker:
comp.databases.filemaker
