I've been giving it some further tries, and 'Victoria' -- from
the people who brought us 'Europa Universalis II' and 'Hearts of Iron',
but this time way more complicated and with a manual and tutorial that's
utter gibberish -- is, indeed, inside there, a fabulous game.
Saving the day is I finally found an online manual -- actually,
a wikipedia -- that for the most part explains what's going on, what's
supposed to go on, and how to enjoy a training ride with a relatively
simple but potent country (Brazil) to learn to speak the game. The page
is at --
http://victoria.nsen.ch/wiki/index.php/Main_Page
and it's got links to a Europa Universalis II wikipedia as well.
Victoria is really *great*.

This is what I've heard from the players on the PC side. I must have missed
whatever gripes they had along the lines you've mentioned, since what you
say comes as a surprise to me. But that is possibly just a lapse on my part
as I haven't been following any BBs devoted to the game.

I'd had the impression the game met with indifference or disdain
in these parts, since it is such a complicated game, and the manual is so
horrible it makes the ``Hearts of Iron'' manual look good, and makes the
``Europa Universalis'' introductory material look honestly friendly. The
gibberish they have explaining the critical World Market, for example, is
good reason to suspect the game designers hate the game players ... but I
do want to do my best to speak up for it.
