Under Linux, dualbooting with windows, I could run windows apps
installed on the windows partition from linux partition via Wine.

Is this also possible under Parallels or VMware?

"Booting the Windows partition" is called Boot Camp in Mac. Go read the
available documentation from Parallels and VMware Fusion searching for
"Boot Camp". I don't know about VMware, I expect it will boot a Boot
Camp partition. I run Parallels using my Boot Camp partition so I know
it will do what you ask.
