MAC outlook 5.05 can't send mail but receive mail ok

I notice this problem for a couple days now.
I can get new hotmail email but I can't send mail out by my hotmailaccount.
I have those accounts for at least 5 years so I shouldn't have hotmail new
account problem.
I am using PowerMac G4 with OS9.22
I had tried to delete my OE preferenceˇ]both from system and outlook folderˇ^
Rebuild the data file... none of this works..
Does anyone having the same problem?
Help would be much appreciated!!

Have you cleared the html cache? (used by hotmail)
Macintosh:System Folder:Preferences:MS Internet Cache:OE5Cache.waf
Also check that "Outlook Express Temp" folder is empty whilst quit, it
should only have items in it when OE is open.

Why 5.05? Not the last version 5.06?
