MAC Services startup performance

This sounds like your server is indexing your Mac-accessible volumes.
This should only happen when your volumes are first shared and the index
should be preserved between server restarts. That's provided your server
is shutting down your Mac services and restarting properly.

The File Services for Macintosh on Windows Server has not been updated
in several years and a few versions. It's very out-dated and will
probably not be updated. I suggest you look into a better AFP server
application for your server such as Group Logic's ExtremeZ-IP
<http://www.grouplogic.com> or you might look into a better SMB client
for your Macs such as Dave from Thursby <http://www.thursby.com>.

Regardless, what's built into Windows Server for sharing to Macs and
what's built into Macs for connecting to Windows Servers are not
adequate and robust enough for daily sustained use by a group of Macs.
