I'm in the process of getting a Quadra 700 running. However, the hard
drive is not being recognized. I confirmed the hard drive is good in a
different computer. The Quadra will boot from a floppy, but the Apple
System installers will not recognize the hard drive. The Apple disk
utilities will not recognize it either. The hard drive does spin up.
The SCSI is set to ID0, the standard, and I have set the hard drive
termination on and off. I have also swapped out the ribbon cable, with
no success. In addition, I tried a different SCSI hard drive, again
without success. Is there a problem with the motherboard? Is there any
other software I should try? Please advise me.

Is it an Apple-brand drive? If it's not, then the Apple disk utilities
(like HD SC Setup) won't recognize it. You'll need to either hack the
program to recognize your drive or use a third-party formatter.

Formatting it on a PC will probably not work, since Macs use a different
partition table mechanism that PC operating systems don't support
without third-party software support. And Mac OS (up to version 9.22)
requires a driver to be installed on a disk's partition in order for the
OS to recognize it, even when it is formatted properly. (Mac formatting
utilities will write the driver to the partition during the format
process.)

Do some web searching for help hacking the Apple formatter. If you'd
rather buy a commercial one, I know of two that work well. One is
Anubis, by CharisMac, and the other is Hard Disk Toolkit, by FWB.

LaCie's Silverlining utility will also work, but it's not sold
separately. (It comes bundled with LaCie hard drives.)

Any quiet, small SCSI drives available? - I like the reliability of SCSI and the speed though I'm not sure how close an older SCSI drive would be to a modern 120 or 160 gb 8mb cache IDE drive. I can't stand the whine of some Quantums though and was wondering if there were any SCSI drives....
