http://packages.qa.debian.org/urlgrabber shows that urlgrabber
2.9.7-2 was accepted 2005-12-30, but

http://packages.debian.org/python-urlgrabber shows 2.9.6-2 as the
latest version, as of 2006-01-03.

saens.debian.org, aka packages.debian.org and ftp.debian.org is
currently very loaded (a load average in the region of 130-140), which
could certainly account for the problems.

aiui DSA (Debian sysadmins) have been informed of the problem, so
hopefully it will be fixed soon.
