Btw: The PDF in zh_TW compiles fine in my etch chroot. I get a
lot of warnings from xmlroff, but I get a valid PDF in
reasonable time.

I'm not sure whether this is the issue: In my etch chroot, I've
only en_DK.UTF-8 and en_GB.UTF-8, no zh_*.* whatsoever. But
maybe it's a font issue? I have e.g.:

ttf-arphic-bkai00mp
ttf-arphic-bsmi00lp
ttf-arphic-gbsn00lp
ttf-arphic-gkai00mp
ttf-arphic-ukai
ttf-arphic-uming
ttf-bitstream-vera
ttf-dejavu

Maybe our host is missing some of them?

The only one of the those installed on www-master is ttf-dejagnu.

It would be great, if you could also check, whether the build
for zh_TW PDFs works, if the font packages are installed.
(I.e. ttf-arphic-bkai00mp, ttf-arphic-bsmi00lp,
ttf-arphic-gbsn00lp, ttf-arphic-gkai00mp, ttf-arphic-ukai,
ttf-arphic-uming, ttf-bitstream-vera, ttf-dejavu.)
You could test this by issuing:
$ make pdf LINGUA=zh_TW DISABLED_PDF='' architecture=alpha
And check the PDF with:
$ evince zh_TW/release-notes.alpha.pdf

I think ... for you to see PDF displayed properly for CJK, you need
CMap data (non-free). Depending on packages, Cmap files are provided by
* poppler-data package or
* cmap-adobe-* packages

I don't have poppler-data nor any of the cmap-adobe-* packages
installed, and the zh_TW/*.pdf files look fine with one
exception: I get a A00A here and there. Is it "yi syllable a"?

Are you on etch or lenny?

etch verson of evince is build with non-free data thus works ... based
on my vague memory. Let me see:
